Location and setting
Oceana is split across Gulf Boulevard. Oceana West sits on the Gulf beach at 10116 Gulf Blvd, and Oceana East sits on Boca Ciega Bay at 10091 Gulf Blvd, directly across the street, according to agent pages and listing records. Listing records for Oceana East show about 150 feet of bay frontage with a concrete seawall, a composite dock and a fishing pier.
Listings describe a Publix grocery store and restaurants within walking distance, a beach trolley stop in front of the building, and John’s Pass Village nearby. For more on the city, see our Treasure Island guide.
Residences and amenities
Listing records show most units are two bedroom, two bath floor plans between 782 and 940 square feet; one 2023 listing shows 940 square feet in the listing and 871 in public records for the same unit. A 2019 listing record shows a three bedroom, three bath penthouse of 1,370 square feet in Oceana West, and the resort operator lists three bedroom Gulf-front penthouse suites. Listings describe units sold furnished, with full kitchens, in-unit washers and dryers and private balconies. Ask for the floor plan and square footage of the specific unit.
The resort operator, rental managers and listing records describe these shared features:
- A heated pool and a whirlpool spa at each building, one facing the Gulf and one facing the bay
- A seventh-floor rooftop sunset deck on the beachfront building
- A bay side dock and fishing pier, with boat slips that listings describe as first come, first served
- Direct beach access from the beachfront building
- Elevators and key card entry
- On-site management and guest services
Oceana is a condo-hotel
County parcel records code the Oceana units as condo-hotel units, listing records classify them as condo-hotel, and the resort operator describes an all-suite condo-resort. Each unit is individually owned.
Personal use. Agent pages and listing records from 2019 and September 2026 say an owner may use the unit up to 90 days per year. Our sources do not say where that limit is written or how the days are counted, so ask the association for the governing documents and read the use restrictions before you write an offer. If that limit applies as described, a unit here cannot be used as a full-time residence.
Financing. None of the public sources we read addresses current financing at Oceana, apart from a 2017 preconstruction listing. Because units are classified as condo-hotel units, speak with your lender before you make an offer and confirm in writing whether they will lend on a unit here and on what terms.
Rental management. Listings name Provident Management as the on-site rental manager. Ask which management options are open to owners, what each one charges, and whether owners may manage bookings themselves. Ask the seller for the unit’s actual rental statements.
Rules buyers ask about
Rentals
One agent page shows a “1-7 Days” rental minimum, and a 2023 listing record shows no minimum lease period. Units are marketed for nightly vacation stays through the on-site operator and rental sites. Treat the exact minimum as unconfirmed until you read the current rules. Rental rules can change by owner vote, and the city has its own requirements for tourist dwellings, so confirm the association rule, the zoning district for each building and any license or tax registrations. Our guide to short-term rental rules on the Pinellas beaches covers the city side.
Pets
Listing records and an agent page show pets allowed here. A 2019 listing shows breed restrictions with a 200 pound maximum, two 2023 listings show up to two pets or two dogs of any size with no aggressive breeds, and an agent page shows “2 large pets”. One vacation rental manager says dogs are allowed with fees and restrictions, while another vacation rental listing for a unit in Oceana West says pets are not allowed. Those guest rules may be set by the unit owner or rental manager. Get the current association rule for owners in writing.
Parking
Listing records show assigned parking, and a 2019 listing describes the assigned parking as under the building. A 2023 listing shows no garage or carport, and a vacation rental listing shows one assigned space per unit. Confirm which space conveys with the unit you are considering.
Building condition and condo law
Florida requires a milestone inspection for condo buildings three habitable stories or taller by December 31 of the year they reach 30 years of age, and every 10 years after. Listing records show Oceana was built in 2018 or 2019, with four and six stories, so by that data it has not yet reached the 30 year mark. A local agency may require the first inspection at 25 years in some circumstances, so ask the association when it expects its first milestone inspection for each building.
Florida also requires condo associations for buildings of three or more habitable stories to complete a structural integrity reserve study (SIRS) and fund the reserves it calls for. With two buildings and a bay side dock under one association, request:
- The most recent SIRS and the reserve funding schedule for each building
- The current budget and annual financial statement
- Twelve to 24 months of board minutes
- Any adopted or proposed special assessments
- Any engineering, seawall or dock reports, and the date planned for the first milestone inspection
We did not find public reports of special assessments or engineering issues at Oceana. We also did not find public news reports about Oceana specifically after Hurricanes Helene and Milton in 2024; a 2026 post by the resort operator about Treasure Island after the storms gives no detail on the property itself. Storm surge from those storms caused widespread flooding along the Pinellas Gulf beaches, so ask what was damaged at each building, how repairs were funded, whether work is complete and whether any insurance claims remain open. Our guide to Florida condo milestone inspections, reserves and SIRS explains what to look for in each document, our condo buyer checklist lists the documents to request, and our seawall and dock inspection guide helps with the bay side structures.
Flood and insurance
Listing records for units in Oceana East show flood zone AE, and national listing sites assign both buildings a high flood risk score. A preconstruction listing describes the East building on pilings. Ask for each building’s flood zone and elevation information, the master policy declarations including wind and flood deductibles, and quotes for your own HO-6 and flood coverage early in your inspection period. Because units here are rented to guests, ask your insurance agent about coverage for short-term rental use. Our flood zones and insurance guide explains how zones and elevation affect coverage on the Pinellas beaches.
Buying or selling at Oceana
Value here depends on building, floor, view and rental history, since a Gulf-front unit in Oceana West and a bay view unit in Oceana East are not the same product. Ask us for recent sales and current listings at Oceana, and we can help you review a unit’s rental records. You can contact us here or call (727) 955-1222.

Team Beachside is not affiliated with Oceana, its association or its resort operator. Facts on this page come from county parcel records, the resort operator’s public website, agent pages and listing data available as of October 2026, and that data can be incomplete or inconsistent. Rules, fees, assessments and building conditions change. Verify all information with the association and its governing documents, and with your own inspector, insurer, lender and attorney, before you rely on it.
