Clearwater Beach Condos: A Building-by-Building Guide

The short answer: Clearwater Beach condos fall into three groups. Gulf-front buildings sit on the sand along Mandalay Avenue and the side streets off it. Harbor side buildings face Clearwater Harbor and the Intracoastal, and some offer boat slips. A third group sits on the north end of Sand Key, across Clearwater Pass, which is also part of the City of Clearwater. In every group the building matters as much as the city: each association sets its own rental minimum, pet policy and reserve plan, and the city does not allow rentals under 31 days on residentially zoned property.

How Clearwater Beach condos differ
Gulf-front versus harbor side
Gulf-front condos give you the sand and the sunset, and you pay for both in price, insurance and storm exposure. Harbor side buildings on Clearwater Harbor and the Intracoastal trade the beach view for water and city views, and several, such as Belle Harbor and Harborview Grande, offer boat slips according to agent building directories. Directories describe Belle Harbor, for example, as directly across from the beach.
North Beach, central and South Beach
Agent directories group Clearwater Beach condos by area. North Beach, at the northern end of the beachfront, includes Regatta Beach Club, the White Sands buildings and Pura Vida. The central area near Pier 60 includes Mandalay Beach Club and Sandpearl Residences. South Beach, near Clearwater Pass, includes 440 West, Continental Towers and Clearwater Point, several of which face the pass or the harbor rather than open Gulf.
Sand Key is also in Clearwater
Sand Key is the barrier island south of Clearwater Pass. Pinellas County lists Sand Key Park at 1060 Gulf Boulevard, Clearwater, FL 33767, and county beach nourishment updates refer to “Sand Key (Clearwater).” Listing records show the towers along this stretch of Gulf Boulevard, including Meridian, Grande on Sand Key and Ultimar, with Clearwater 33767 addresses. Farther south, the island continues into Belleair Beach and other towns with their own rules, so confirm the city for any Sand Key address before you rely on Clearwater rules.
Building ages
Clearwater Beach has a wider spread of building ages than most Pinellas beach towns. Directories list several South Beach and North Beach buildings from the 1960s and 1970s, Sand Key towers from the 1990s and 2000, and a group of Gulf-front and harbor side buildings from 2002 to 2008. What to check before you buy a condo here
Rental rules by zoning and by association
The City of Clearwater Citizens Guide to Code Compliance states that a residential use on a residentially zoned property shall not include rentals for less than 31 days or one calendar month, and that owners may advertise monthly rentals but not daily or weekly rentals. It also states that a Business Tax Receipt is required for residential rentals. The Clearwater Beach Association cites Community Development Code Sections 1-104.B and 3-919 for the same rule.
Shorter stays depend on the parcel. A local brokerage guide estimates about 30 condo and townhome properties in the 33767 ZIP code allow short-term rentals, but does not name them. Another brokerage article points to properties with documented grandfathered status or approval for transient lodging. One directory lists a one-week minimum at Harborview Grande, which we have not confirmed with the city or the association. Most buildings in the table list one month, 90 days or three months. Milestone inspections and SIRS
Under section 553.899, Florida Statutes, condo buildings three habitable stories or more need a milestone inspection by December 31 of the year they reach 30 years, then every 10 years, and the local agency may require it at 25 years. Under section 718.112, associations must complete a structural integrity reserve study at least every 10 years for those buildings. The issue is not theoretical here: in May 2025 the city evacuated South Beach III at 1460 Gulf Boulevard on Sand Key after workers found a crack in a parking garage column, as ABC Action News reported. Flood, insurance and storm repairs
Clearwater Beach and Sand Key are low-lying barrier islands. The city’s flood zones and elevations page links to a property map that shows flood zone, base flood elevation, elevation certificates and substantial damage history. Hurricane Helene in 2024 wiped out homes and businesses on Clearwater Beach, as the Tampa Bay Times reported. Ask each association what was damaged, what is repaired, what is still open and how it was paid for. Get the master policy declarations and your own HO-6 and flood quotes before you write an offer. Pet rules range from no pets to two pets with weight limits, and sources often disagree. Get the current rules, any buyer approval steps and the parking space assignment in writing.
