What drives home value in Gulf Shores
Waterfront or interior

Single-family or duplex
County parcel data shows about 86 duplexes and small multifamily buildings. Income properties are compared on rents and rental zoning as well as condition.
Age and elevation
Neighborhoods.com lists homes built from 1938 to 2018. Original homes that need work above the 50% line are often valued on the lot.
The 50% rule and what it means for a Gulf Shores home
The City of Madeira Beach applies the rule through its own building department. Its Substantial Damage Quick Guide states the test: if the cost to repair is 50% or more of the structure market value, the structure is substantially damaged and must be brought up to current floodplain standards, which can mean elevating or replacing it. After the 2024 storms the city posted substantial damage determination letters by address.
In 2025 the Legislature passed SB 180, now section 163.31795, Florida Statutes, which bars local governments in the National Flood Insurance Program from adopting or enforcing any cumulative substantial improvement period. Storm history and seller disclosure
Buyers will ask what happened to your Gulf Shores home in 2024 and what was done about it. Florida requires residential sellers to complete a flood disclosure at or before contract under section 689.302, Florida Statutes, covering known flood damage during your ownership, flood insurance claims and federal assistance such as FEMA aid.
