Updated October 2026.
Windrush Cove is a 100 unit condo community on the Intracoastal Waterway at 1 Windrush Boulevard in Indian Rocks Beach, built in 1976. County records show the units spread across several lettered low-rise buildings, and listing records describe one, two and three bedroom units of about 770 to 1,300 square feet with carports, a heated waterfront pool and a clubhouse. Sources agree on a one month rental minimum, while they disagree on whether pets are allowed.
We are John and Nicole, licensed Florida Realtors with LoKation Real Estate. This page pulls together what county parcel records, listing records and an agent building page say about Windrush Cove, shows where those sources disagree, and flags what you should confirm with the association before you buy. Location and setting
Windrush Cove sits along the Intracoastal Waterway on Windrush Boulevard, on the Intracoastal side of Indian Rocks Beach rather than on the Gulf. Listings describe water views from many units, waterfront patios and a pool on the Intracoastal, and one listing places the community about a 3 minute bike ride or 10 minute walk from the beach. Listing records describe the water here as an Intracoastal no wake or minimum wake zone, with a concrete seawall, and one listing notes a fishing pier.

Residences and amenities
Windrush Cove is a community of smaller and mid-size units. An agent page describes one to three bedroom units of about 770 to 1,300 square feet. Listings we opened show two bedroom, one bath units of 770 and 1,080 square feet, two bedroom, two bath units of about 955 to 1,062 square feet, a two level two bedroom unit of 1,208 square feet with the primary bedroom upstairs, and three bedroom, two bath units of 1,300 square feet. Some units have enclosed bonus rooms or sunrooms, and both ground floor and second floor units come up for sale and rent, so layout and condition vary by unit.
Listing records and the agent page describe these shared features:
- A heated pool on the Intracoastal
- A clubhouse and fitness area
- A shuffleboard court
- Waterfront patios on many units, and a fishing pier noted in one listing
- Carports, some with beach storage, and guest parking
Rules buyers ask about
Rentals
Sources agree on a one month minimum here. The agent page shows a 1 month minimum, and current and recent sales listings for several units, including 2026 listings, show a 1 month minimum lease, with one describing “Rentals permitted with a 1-month minimum” and association approval required. Rental listings in the community include a long-term unfurnished lease and furnished rentals priced by the month. Confirm the current minimum, any limit on the number of leases per year and the approval process with the association.
The City of Indian Rocks Beach also regulates vacation rentals. Ordinance 2023-02, adopted May 9, 2023, added vacation rental rules to Chapter 18, Article V of the city code, and Sec. 18-204 requires registration. The city’s application defines a transient public lodging establishment as a unit rented to guests more than three times in a calendar year for periods of less than 30 days or one calendar month, whichever is less. With a one month association minimum, ask the city whether registration applies to the rental terms you plan to offer. See the city’s vacation rental information page and our short-term rental rules guide.
Pets
Public sources disagree on pets here. The agent page says no pets, and listings for two units, one of them listed in July 2026, show pets not allowed. Listings for two other units show pets allowed up to 25 pounds, one of them (listed in February 2026) limiting it to one pet and telling buyers to verify with management, and another listing shows pets allowed up to 35 pounds. Get the current rule in writing from the association before you write an offer.
Parking
County legal descriptions give almost every unit the use of a carport with the same number as the unit, and one unit has a numbered parking space instead. Listings describe one covered carport per unit, some with storage, and guest parking. Confirm which carport and any storage convey with the unit you are considering.
Building condition and condo law
Windrush Cove was built in 1976. Listing records show one story buildings and at least one two story building. Florida’s milestone inspection law applies to condo buildings three stories or taller, and the requirement for a structural integrity reserve study (SIRS) applies to buildings of three or more habitable stories, so whether these rules apply here depends on the buildings’ habitable stories. Confirm with the association. We did not find a public record of any inspection, reserve study or special assessment.
Ask the association or the seller for:
- Whether any building is subject to milestone inspections or a SIRS, and copies of any reports
- The current reserve schedule
- The current budget and annual financial statement
- Twelve to 24 months of board minutes
- Any adopted or proposed special assessments, including for hurricane repairs, roofs, the seawall or the pool
We did not find public news reports about Windrush Cove specifically after Hurricanes Helene and Milton in 2024. One listing for a second floor unit says the unit “did not suffer any damage from Helene or Milton”, and it does not describe the ground floor units. Storm surge from those storms caused widespread flooding along the Pinellas beaches, so ask how ground floor units, carports, the pool, the clubhouse and the seawall fared, how any repairs were funded, and whether any insurance claims are still open. Our guide to Florida condo milestone inspections, reserves and SIRS explains what to look for in each document, our seawall and dock inspection guide covers waterfront structures, and our beach condo buyer checklist lists the questions in order.
Flood and insurance
Listing records for several units show flood zone AE, and two listings, one from 2026, say the master insurance policy includes flood insurance. Confirm the current zone and elevation details for the building and unit you are considering, ask for the master policy declarations including wind and flood coverage and deductibles, and get quotes for your own HO-6 and flood coverage early in your inspection period. Ground floor and second floor units can carry different flood exposure, so ask about the elevation of the unit itself.
The City of Indian Rocks Beach flood hazard page says that when the cost of improving a building equals or exceeds 50 percent of its market value before construction, the work is a substantial improvement and the building must meet the same construction requirements as a new building. The city’s permit pre-approval form cites Sec. 14-34 of the city code for this 50 percent limit. After the 2024 storms, the city said its consultant was completing substantial damage evaluations for every building, so ask the association whether each building received a substantial damage or not substantially damaged letter, and check permits for any unit renovated since then. Our flood zones and insurance guide walks through flood maps, elevation and coverage. For other buildings on the water, see our waterfront condos on the Pinellas beaches guide.
