What Is My Isla del Sol Home Worth?

An Isla del Sol home or condo is worth what buyers will pay after they weigh four things: the view and water access, elevation and flood history from 2024, the health of the condo or villa association, and what the City of St. Petersburg will let an owner do next, including its 49% substantial damage rule and its short-term rental limit. Which rules apply

City of St. Petersburg sources treat Isla del Sol as part of the city. The St. Petersburg Police Department lists it in Patrol District 1, and the city’s Neighborhood Relations directory includes the Isla Del Sol Owners Association. Some tourism pages group Isla del Sol with Tierra Verde, which is unincorporated Pinellas County and follows county rules. Confirm the taxing district on your Property Appraiser record before we price your home, because the city and county rules differ.

What drives value on Isla del Sol

View and water

Buyers sort Isla del Sol property by what they see and what they can reach by boat. Open bay views, golf course views and interior units appeal to different buyers at different prices. Boaters will ask about slips, association docks and access to the Isla Del Sol Yacht and Country Club, which describes a 76-slip yacht harbor. Condo, villa or single-family

Listing sites describe Isla del Sol as mostly condominiums, with villas, townhomes and a small number of single-family homes. For condos and villas, the building matters as much as the unit: reserves, milestone inspection and structural integrity reserve study status, special assessments, insurance and rental rules. Club access

The club describes itself as private, with an 18-hole golf course, tennis and pickleball courts, dining and a fitness center. Club membership is separate from property ownership. Buyers who want the club will ask about membership categories and costs, so be ready to point them to the club.

Elevation and flood zone

Elevation of the lowest floor compared with the base flood elevation drives flood insurance cost and future rebuild rules. Check your zone on the FEMA Flood Map Service Center and gather your elevation certificate. For condos, ask the association for the building certificate and master flood policy.

Insurance

Citizens Property Insurance states that properties in Special Flood Hazard Areas must carry flood coverage, and that most new and renewing personal residential policies with wind coverage must have flood insurance by January 1, 2027. The 49% rule in St. Petersburg

Many people call it the FEMA 50% rule. The City of St. Petersburg uses 49%. Its substantial damage and substantial improvement page and its permitting letter set out the rule:

  • Threshold: any combination of repair, reconstruction or other improvement where the cost equals or exceeds 49% of the pre-damage market value of the structure.
  • Where it applies: properties in Special Flood Hazard Areas, whether or not the damage was caused by flooding.
  • Result: the entire structure must meet current zoning, building and floodplain standards, which typically means elevation or reconstruction.
  • Market value: the city uses the Pinellas County Property Appraiser tax assessment value of the structure. Owners can submit an appraisal from a Florida state-licensed appraiser, completed within the last 12 months, of the adjusted depreciated value of the structure.
  • Permits: repairs to drywall, floors, doors, cabinetry and finishes require permits. The city says unpermitted work results in violations.

Lookback period and state law

The city’s page describes the rule in terms of cumulative cost but does not state a lookback period. In 2025 the Legislature passed SB 180, now section 163.31795, Florida Statutes. It says a local government in the National Flood Insurance Program may not adopt or enforce a substantial improvement ordinance that includes a cumulative substantial improvement period. Ask the city how it counts prior permits on your property before you budget a renovation.

What this means for value

Buyers of a ground-level villa or home that flooded will ask whether the city found it substantially damaged, what was repaired under permit, and what elevation would cost. In condos, the question shifts to the building: what the association repaired, how it was paid for, and whether assessments are pending. Elevated or fully repaired properties with closed permits compete as move-in ready.

Storm history and seller disclosure

The National Weather Service Helene impact summary reports that the St. Petersburg gauge set a record of 6.31 feet above mean higher high water on September 26, 2024. Florida requires residential sellers to complete a flood disclosure at or before contract under section 689.302, Florida Statutes, covering known flooding during your ownership, flood insurance claims and federal assistance such as FEMA aid. Gather your records before we list.

Rental rules

The city’s transient accommodation handout states that rentals of less than 30 days may only occur a maximum of three times in any consecutive 365-day period, unless the property is a licensed hotel or motel or sits in an approved Resort Facilities Overlay. Association rules can be stricter. This shapes your buyer pool: investor buyers will check both before they make an offer.
